Marking a refund here is idempotent — the row stays flagged in PaymentTransaction.metadata so the same fee never refunds twice. The actual Razorpay refund call is automated in CA-I (next phase). Until then, run the refund in the Razorpay dashboard, then come back and mark it here so reconciliation lines up.
